Step 1 - Kill all Luclin Tier 1, Tier 2, and Tier 3 mobs to collect the Scepter of Shadows Bottom and Top + all Lucid Shards

Step 2 - Return to Indalor and follow his instructions

Step 3 - Craft the Unadorned Scepter of Shadows - This grants access to Temple of Ssra instances.

Step 4 - Kill all mobs in Ssra to obtain the 6 Luclinite Orbs

Step 5 - Craft Adorned Scepter of Shadows - This grants access to Vex Thal instances.
